Guide to STB Marketing Partnership Programme (MPP) for S’pore Hotels

If you’re a Singapore-registered company running hotel(s) as your core business, then the STB Marketing Partnership Programme (MPP) is the best government funding for you. The submission deadline is on 30 September 2020, so before you head on to the application form, read through the basics below to help you prepare in advance.

STB Marketing Partnership Programme Quick Facts

  • Supports hotels in their international marketing initiatives
  • Open to all Singapore-registered company who run hotel(s) as a core business
  • Covers up to 70% of marketing costs
  • Closing date for submission: 30 September 2020

Marketing Partnership Programme: Singapore Government Grant for Hotels

The Marketing Partnership Programme (MPP) is part of the Singapore Tourism Board’s (STB) COVID-19 Recovery Plan supporting hotels in its international marketing initiatives. The grant’s primary purpose is to aid hotels in marketing and maintaining their international presence and propel tourists’ demand during recovery from the current crisis.

MPP Programme Parameters

Additionally, the funding quantum is based on the size (number of rooms) of the hotel. Here is the list of funding quantum based on tiers for your reference.

Furthermore, hotel groups may submit one application for several properties. The funding quantum will be calculated based on combined qualified funding of each property covered in the submitted plan.

Additionally, approval lead time is between 5 and 10 working days. Other information like awarded quantum, deliverables, reporting and disbursement milestones will be stated in the Letter of Award (LOA) once your application is approved.

MPP Qualifying Costs and Support Level

Here’s also a quick look on the grant’s qualifying costs and support level for your quick reference.

Note that the qualifying costs must be incurred and paid within the approved Campaign Qualifying Period. This means the duration between the signing date of the STB’s Letter of Award and 31 December 2021, both dates inclusive.

MPP Non-Qualifying Costs

On the other hand, here are the costs not covered by the grant.

  • Creative/Media/PR Agency-on-Retainer (AOR) fees.
  • Manpower costs such as engagement of temporary and contract staff.
  • Product and price subsidies or discounts.
  • STB-supported familiarisation trips and tradeshows/roadshows.
  • Marketing costs already receiving other grants from STB/other government agencies.
  • Accommodation costs

MPP Deliverables

At the end of the project, the applicant must be able to submit the deliverables to be able to claim the funding. The deliverables will be tied to the submitted and approved marketing plans in the application.

Moreover, for partially fulfilled plans, the supporting grant will be pro-rated accordingly.

Reporting

Additionally, for STB to evaluate the effectiveness of MPP for future improvement, each hotel property is required to submit the below indicators on a monthly basis until 31 December 2020:

  • Marketing Campaign KPIs
  • Number of leads generated
  • Revenue per Available Room (RevPar)
  • Average Room Rate (ARR)
  • Average Occupancy Rate (AOR)

Disbursement of Funds

There will be two stages in the disbursement process to relieve cash flow pressure. These are:

  1. First disbursement – mid-way of the campaign period
  2. Final disbursement – after the campaign

Likewise, the invoices must be audited by a third-party auditor before submitting it to STB.

You need at least 30 minutes to complete the form. Moreover, here are the application instructions as provided in the MPP Application Form:

  1. All fields in the Application Form are compulsory unless indicated otherwise.
  2. Where information is not applicable, please indicate “N.A.”
  3. Have a ready copy of the Company’s ACRA Bizfile to be uploaded.
  4. Prepare the details of your marketing plans and estimated budget as this form must be completed in one sitting.
  5. Ensure that the form is filled up accurately as no changes can be made online after submission. If there are changes to the plan after submission, please email MPP@stb.gov.sg.

1. Weixin and WeChat are not the same

This is not true. When it comes to functionality and features, Weixin (微信) and WeChat are nearly the same. Similar to TikTok and Douyin, the former is the global app, while Douyin is the native Chinese app. Likewise, WeChat is for global use, while Weixin is for mainland China use only.

Furthermore, due to location difference, there might be a few differences in the features and functions of the two apps.

2. Only mainland China-based companies can open a WeChat Official Account

This is also not true. Although initially, only Chinese business license owners were permitted to set up a WeChat Official Account. But in May 2018, Tencent opened its app to overseas companies based across 100 countries.

3. Weixin users cannot find or view overseas brand Official Accounts

This was true in the past. But later on, WeChat removed this restriction. Eventually, it allowed Weixin users in mainland China to also search and view Official Accounts overseas.

4. WeChat Official Account application is tedious and time-consuming

If you don’t already know, WeChat requires plenty of documents to process your application. This includes your company’s registration documents, bank account details, phone bills, legal representative information, and application forms among others.

While the application process seems truly dragging, you actually have an option to expedite the whole process with a WeChat marketing agency. With an agency’s aid, you can get your Official Account up in as fast as 7 days.

5. You can run ads with only a WeChat Official Account

One of the factors you can run a WeChat ad is if you have an Official Account. However, you must apply for the right to advertise first before you can do so.

Moreover, there are certain industries currently ineligible to advertise on the platform. This includes overseas real estate investment and leasing, medical, tobacco, and casinos.

6. Overseas real estate companies are completely banned from placing WeChat ads

While they are among WeChat’s industry ban list, this is not completely true. Foreign companies may however appeal for an ad to run by supplying information for WeChat’s review.

To appeal, you must provide your company name, target market, property location, ad creatives, and allocated budget to name a few.

7. WeChat ads only target mainland China users

Lastly, it’s not true that WeChat ads can only target app users based in mainland China. WeChat ads also target outbound Chinese tourists across 42 countries and foreign app users based in 11 countries worldwide.

To raise awareness and engagement, the automotive battery brand collaborated with Sterk Production to produce a catchy 40-second video starring the influencer. The video was then promoted on TikTok as in-feed video ads.

So far, the video posted on the brand page has gained nearly 400,000 views and over 2,500 total engagement.

Making it Viral with a Malaysian TikTok Influencer

For the first time since TikTok flourished, Century Battery Malaysia leveraged the popularity of the app through a famous Malaysian influencer. Also, Sterk Production’s massive following contributed to the ongoing success of the campaign. To date, the Malaysian TikToker has a fan base of about 42,800 on TikTok and 183,500 total likes.

#CarBatteryChallenge Facebook Contest Mechanics

On another note, Century Battery Malaysia kicked off its #CarBatteryChallenge Facebook contest last 23 May. The successful participants will ultimately win a Century car battery and a cash prize worth RM2,800.

Malaysian video influencer Sterk Production helped create the video for Men’s Biore. The video particularly centred on the Double Scrub Facial Foam Oil Clear product and its skin-improving effects.

Likewise, the influencer marketing campaign also highlighted the two ongoing contests of Men’s Biore on Facebook.
